Pat the chicken thighs dry with paper towels and season generously on both sides with salt, pepper, and garlic powder.
Preheat the air fryer to 380°F (195°C). Place the chicken thighs skin-side down in the basket in a single layer.
Air fry for 10 minutes, then flip skin-side up and cook for another 10 to 12 minutes until the skin is deeply golden and crispy and the internal temperature reaches 165°F (74°C).
While the chicken cooks, combine honey, soy sauce, garlic, butter, and red pepper flakes in a small saucepan over medium heat. Cook for 2 to 3 minutes until the butter melts and the sauce is fragrant and slightly thickened.
Brush the honey garlic sauce generously over the crispy chicken thighs during the last 2 minutes of cooking.
Garnish with sesame seeds and fresh parsley and serve.
