In a large bowl, combine the ground pork, napa cabbage, green onions, garlic, ginger, soy sauce, sesame oil, and rice vinegar. Mix with your hands or a fork until everything is evenly distributed.
Place a dumpling wrapper on a clean work surface. Spoon about 1 tablespoon of filling into the center. Dip your finger in water and moisten the edges of the wrapper.
Fold the wrapper in half over the filling to form a half-moon shape. Pinch the edges tightly to seal, pressing out any air pockets. Create a few small pleats along the sealed edge for a classic look. Repeat with the remaining wrappers and filling.
Preheat the air fryer to 370°F for 2 minutes.
Spray the air fryer basket with cooking spray. Arrange the pot stickers in a single layer so they are not touching. Spray the tops of the dumplings lightly with cooking spray.
Air fry for 8 to 10 minutes, flipping halfway through, until the pot stickers are golden brown and crispy on both sides.
Serve the pot stickers immediately with soy sauce and chili oil for dipping.
